Can a speech be public and private?

During the process of adding a speech for the purpose of generating an evaluation with the Speech Evaluator, the speech privacy can be set to "public" or "private."  A public speech is visible to any Rate Speeches website visitor.  If a Rate Speeches website visitor searches for that speech title, the speech title, subject category, description, year, and link will be shown.  The speech is visible in the rating functions as well as the evaluation functions of the website.  A private speech, on the other hand, is visible only to the evaluator (the person who generated the evaluation), but not to other users of the website.

It is possible to have the same speech by the same speaker defined twice, as public and as private.  The public speech title, subject category, description, year, and link will be visible to all website users, but the private speech title, subject category, description, year, and link will be visible only to the evaluator.  The purpose of this capability is to allow the evaluator to hide the private speech entirely.  For example, let's say there is a speech by the title "The First Moon Landing" in the Rate Speeches database.  The public definition of the speech "The First Moon Landing" is visible to all website users.  Users can rate and evaluate this speech.  The private definition of "The First Moon Landing" is a separate speech definition in the Rate Speeches database.  The private "The First Moon Landing" may be the same speech as the public "The First Moon Landing" or a different speech.
